Hankerton Speed Survey

This survey has been devised by the Parish Council to gather opinions from residents on the subject of vehicle speeds through Hankerton. This is to inform a PC decision about seeking a speed limit.

It is important to read the following information to aid you in answering the questions.

  • Speed limit implementation would cost Hankerton £2,500 under Minor Highways Improvements. This is 30% of the total cost, Wiltshire Council covers the rest.
  • The first step is a speed limit survey at a cost of £870 (included in the £2,500).  This is a cost which must be paid with no guarantee of a speed limit recommendation resulting from it.
  • The PC annual budget is approx. £5,000.  We are expecting to receive £60,000 in community benefit funding in mid 2024 from the Minety Solar Farm developers.

KEY FACTORS FOR WILTSHIRE COUNCIL TO SUPPORT THE PROJECT.

The Speed Limit Survey will look at points including these:

  • Collision rate per million vehicles – very low for Hankerton.
  • Traffic volume – very low for Hankerton.
  • Frontage development – minimum of 20 properties over 600 metres.  Speed limit compliance tends to be low in villages with sparse development.
  • Mean Speeds.  Hankerton has had 4 traffic surveys (known as ‘Metrocount’, utilising a cable across the road) in the past few years, 2 locations each in 2020 and in 2021.
    • Average speeds recorded were 31mph, 27mph, 32mph and 28mph.
    • 85th percentile speeds were 39mph, 34mph, 39mph and 34mph. (85th percentile means the speed at or below which 85% of vehicles were travelling.)
    • Recently Wilts Council did not support another parish where “the 85th percentile speed of traffic was only 40.7mph”.  Even though the PC pays 30% of the cost Wilts Council still pays 70% and will only support a strong case.  There is a risk that ours isn’t sufficiently strong.
